Procurement Opportunities

The Brockton Area Transit Authority (BAT) contracts with vendors for the purchase of goods and services.  The agency strives to give all businesses, including Minority and Women-Owned Business Enterprises (MWBEs), an equal opportunity to compete for BAT procurements. The agency casts a wide net in search of talented vendors, seeking qualified suppliers from all segments of the community. The contractor, sub-recipient or subcontractor shall not discriminate on the basis of race, color, national origin, sex, age or disability in the performance. REQUEST FOR PROPOSALS
TO PROVIDE AND INSTALL A COLLISION AVOIDANCE SYSTEM

The Brockton Area Transit Authority (BAT) is seeking proposals from qualified firms to provide, install and support a collision avoidance system for its fixed route transit buses.

BAT may award a contract for the provision and installation of a collision avoidance system to be completed by June 29, 2018.

Proposal submittals and required certifications must be received by BAT no later than 2:00 PM. on April 18, 2018. The Request for Proposals package, including required certifications, instructions and terms and conditions is available at the BAT Administrative Office, 155 Court St., Brockton, MA 02302, or can be requested by FAX to BAT at 508-584-1437 or E-mail to: jmech@ridebat.com.

INVITATION FOR BIDS
REMOVE AND REPLACE EXISTING CAST-IN-PLACE
CONCRETE BUS PADS

The Brockton Area Transit Authority (BAT) is soliciting bids from qualified firms to remove and replace existing cast-in-place concrete bus pads and crosswalks at the BAT Transportation Centre, 10 Commercial Street, Brockton, MA as described in the bid documents.

A non-mandatory pre-bid conference will be held at 3:00PM on April 11, 2018 at the BAT Administrative Office, 155 Court St., Brockton, MA 02302. A project site tour and inspection will follow.

All bids must be sealed and submitted in accordance with the bid documents at the BAT Administrative Office, 155 Court St., Brockton, MA 02302 by 2:00 PM on May 2nd, 2018 whereupon all bids will be publicly opened and read. Bids must be submitted on the required forms and accompanied by a Bid Deposit equal to 5% of the bid amount. This contract is subject to M.G.L. c 30, Section 39A – 39O, and Massachusetts Prevailing Wage and Federal Davis Bacon Wage Rates.

BAT may reject any and all bids when required to do so by the above referenced statute or waive any informality if it determines it to be in the public interest to do so.

The award of this contract is contingent on the availability of funds from the U.S. Department of Transportation, Federal Transit Administration and the Commonwealth of Massachusetts. Disadvantaged Business Enterprises (DBEs) are encouraged to respond to this solicitation.

REQUEST FOR PROPOSALS

On-Call Environmental Consulting Services

The Brockton Area Transit Authority (BAT) is seeking proposals from qualified firms to provide On-Call Environmental Professional Engineering Services on an as needed basis. The contract shall be for a period of three years with one one-year option to renew at the sole discretion of BAT.

The performance of this contract is subject to the requirements of Title VI of the Civil Rights Act of 1964 and all equal employment opportunity requirements. Disadvantaged Business Enterprises (DBE) and Women Business Enterprises will be afforded full opportunity to submit proposals in response to the request. Proposals will not be discriminated against on the grounds of race, color, age, gender, ethnicity, sexual orientation, gender identity or expression, religion, creed, ancestry, national origin, disability, veteran’s status (including Vietnam-era veterans), or background.

This procurement is being financed in part with funds from the U. S. Department of Transportation, Federal Transit Administration (FTA). The resulting contract is subject to certain terms and conditions contained in the grant agreement between BAT and FTA and the BAT Standard Terms and Conditions to the extent that they are applicable.

PRE-QUALIFICATION TO SUPPLY

DIESEL AND UNLEADED REGULAR GASOLINE

 

Suppliers of No 2 red-dyed diesel and unleaded regular gasoline are invited to submit Pre-Qualification documents to the Brockton Area Transit Authority (BAT).  BAT is seeking qualified fuel suppliers to be included on the list of suppliers eligible to submit quotations to BAT for diesel and unleaded regular gasoline to be delivered to BAT during the period beginning July 3, 2017 through June 30, 2019.

 

Pre-Qualification submittals, required certifications and evidence of insurance must be received by BAT to be considered.  Fuel suppliers will be considered at any time for pre-qualification throughout the above contract period The Pre-Qualification Form, required certifications, Instructions and Terms and Conditions are available at the BAT Administrative Office, 155 Court St., Brockton, MA 02302, or can be requested by FAX to BAT at 508-584-1437  or E-mail to: jmech@ridebat.com.      

 

BAT intends to solicit quotes for diesel fuel in quantities of 42,000 gallons or more and may solicit quotes for as little as 10,000 gallons.  BAT consumes approximately 7,300 gallons of diesel fuel each week.  BAT also intends to solicit quotes for unleaded regular gasoline in quantities of 42,000 gallons or more and may solicit quotes for as little as 10,000 gallons.  BAT’s unleaded above ground fuel storage tank capacity is 5,000 gallons whereas BAT’s underground diesel fuel tank capacity is 40,000 gallons.

BROCKTON AREA TRANSIT AUTHORITY

DBE GOAL

Notice is hereby given that the Brockton Area Transit Authority (BAT) has established a Disadvantaged Business Enterprise (DBE) Participation Goal in accordance with U.S. Department of Transportation Regulations at 49 CFR Part 26.

BAT’s goal for DBE participation for Federal Fiscal Years 2015-2017 shall be 6.6 percent of funds expended in U.S. Department of Transportation assisted contracts.

The goal, description of the methodology used to determine the goal, and BAT’s DBE Program Plan are available for inspection between 9:00 a.m. and 4:00 p.m., Monday through Friday at the BAT office at 155 Court St., Brockton, MA 02302.  The goal and Plan will be available for thirty (30) days following the date of this notice.  Comments on the goal and Plan will be accepted for forty-five (45) days from the date of publication of this notice.
