Procurement Opportunities

The Brockton Area Transit Authority (BAT) contracts with vendors for the purchase of goods and services.  The agency strives to give all businesses, including Minority and Women-Owned Business Enterprises (MWBEs), an equal opportunity to compete for BAT procurements. The agency casts a wide net in search of talented vendors, seeking qualified suppliers from all segments of the community. The contractor, sub-recipient or subcontractor shall not discriminate on the basis of race, color, national origin, sex, age or disability in the performance. Sealed bids for the construction of Interior Renovations at 10 Commercial Street for Brockton Area Transit Authority (BAT) will be received at the at the BAT Administrative Offices, 155
Court Street Brockton, MA 02302 until 2:00 pm prevailing time on Wednesday, April 26, 2017, at which time and place said bids will be publicly opened and read aloud.

The scope of work includes approximately 1,052 square feet of existing administrative, storage and retail areas at the Intermodal Transportation Center, 10 Commercial Street, Brockton, MA. The work includes miscellaneous non-structural demolition; the modification of existing partitions and openings; miscellaneous finish carpentry and casework; new passage doors, overhead coiling grilles and an aluminum entry door; one new exterior window, new metal-framed drywall partitions; painting; acoustic tile ceilings; new carpeting; refurbishment of existing ceramic tile flooring; limited removal and capping of existing Plumbing work; limited modifications to the existing HVAC system including the replacement of ceiling grilles and diffusers; Electrical work including the replacement of lighting fixtures, new switching and receptacles, new heat and smoke detectors, data conduit and cabling, and low-voltage door control wiring.

Work under this contract must be completed on or before June 30, 2017.

Estimated Construction Cost: $ 90,000.00 (Ninety Thousand Dollars)

General Contractor’s CATEGORY OF CERTIFICATION: GENERAL BUILDING

Bid Security in the form of a bid bond, cash, certified check, treasurer’s or cashier’s check payable to the Owner, is required in the amount of five percent of the bid, in accordance with Section 00200, INSTRUCTIONS TO BIDDERS.

Completed orders may be picked up at the offices of Accent Printing located at 99 Chelmsford Road, North Billerica, MA 01862 (978-362-8038), from 9 a.m. to 4 p.m. Copies may also be shipped to prospective bidders for an additional charge to cover handling and mailing fees. All payments for printing and shipping are nonrefundable.

The selected contractor shall furnish a performance bond and a payment bond in amount at least equal to one hundred percent (100%) of the contract price as stipulated in Section 00700 GENERAL CONDITIONS of these specifications.

General Contractors shall file their bids with a copy of the certificate from the Division of Capital Asset Management and Maintenance (DCAMM) showing that they are eligible to bid on projects of this category, of this estimated project dollar amount and up to an aggregate limit, and with an Update Statement, DCAMM Form CQ3 and Certificate of Eligibility, DCAMM Form CQ7.

A non-mandatory Prebid Conference will be held on Wednesday, April 19, 2017, at 155 Court Street Brockton, MA, at 2:00 pm prevailing time. Any request for interpretation of plans and specifications may be submitted in writing at that time. Bidders will have an opportunity to view the site of the work following the Prebid Conference.

All bids for this project are subject to applicable bidding laws of Massachusetts, including General Laws Chapter 149, Sections 44A through 44J, inclusive, as amended.

Minimum Wage Rates as determined by the Commissioner of the Department of Workforce Development under the provisions of the Massachusetts General Laws Chapter 149, Section 26 to 27D, as amended, and Davis-Bacon Federal Wage Rates apply to this project. It is the responsibility of the Bidder, before bid opening, to request if necessary, any additional information on Minimum Wage Rates for those trades people who may be employed for the proposed work under this contract.

This project is being funded in part with a grant from the U.S. Department of Transportation, Federal Transit Administration, and is subject to terms and conditions of said grant.

By submission of a bid, the Bidder agrees that this bid shall be good and may not be withdrawn for a period of 30 days, Saturdays, Sundays and legal holidays excluded after the opening of bids.

The Owner reserves the right to waive any informalities in bids and to reject any or all bids.

REQUEST FOR PROPOSALS
TRANSPORTATION SERVICE PROVIDERS

The Brockton Area Transit Authority (BAT) is inviting proposals from transportation operators interested in providing paratransit service in Rockland, MA. BAT will provide the contractor with the two vehicles necessary to operate the service.

Firms must have a minimum of three years of experience in the operation of public transportation service and demonstrate that they can meet the requirements established by BAT.

This project is financed in part through a grant from the Federal Transit Administration, and any contract entered into is subject to the provisions of applicable laws governing that grant. PRE-QUALIFICATION TO SUPPLY

ULTRA LOW-SULFUR, RED DYED DIESEL FUEL

Suppliers of ultra low-sulfur, No. 2 red dyed diesel fuel are invited to submit Pre-Qualification documents to the Brockton Area Transit Authority (BAT).  BAT is seeking qualified fuel suppliers to be included on the list of suppliers eligible to submit quotations to BAT for diesel fuel to be delivered to BAT during the period beginning November 1, 2015 through December 31, 2017.   Pre-Qualification submittals, required certifications and evidence of insurance must be received by BAT before a supplier will be considered eligible to participate in bidding on fuel delivery contracts.    The Pre-Qualification Form, required certifications, Instructions and Terms and Conditions are available at the BAT Administrative Office, 155 Court St., Brockton, MA 02302, or can be requested by FAX to BAT at 508-584-1437  or E-mail to: jmech@ridebat.com.         BAT intends to solicit quotes for diesel fuel in quantities of 42,000 gallons or more periodically during the contract period.  BAT consumes approximately 7,100 gallons of diesel fuel each week.    This solicitation is being financed in part with funds provided by The U.S. DOT, Federal Transit Administration and is subject to BAT Standard Terms and Clauses copies of which are available on request or at www.ridebat.com under Procurement Opportunities.  Minority business enterprises are encouraged to respond to this solicitation.

DBE GOAL

Notice is hereby given that the Brockton Area Transit Authority (BAT) has established a Disadvantaged Business Enterprise (DBE) Participation Goal in accordance with U.S. Department of Transportation Regulations at 49 CFR Part 26.

BAT’s goal for DBE participation for Federal Fiscal Years 2015-2017 shall be 6.6 percent of funds expended in U.S. Department of Transportation assisted contracts.

The goal, description of the methodology used to determine the goal, and BAT’s DBE Program Plan are available for inspection between 9:00 a.m. and 4:00 p.m., Monday through Friday at the BAT office at 155 Court St., Brockton, MA 02302.  The goal and Plan will be available for thirty (30) days following the date of this notice.  Comments on the goal and Plan will be accepted for forty-five (45) days from the date of publication of this notice.
