Procurement Opportunities

The Brockton Area Transit Authority (BAT) contracts with vendors for the purchase of goods and services.  The agency strives to give all businesses, including Minority and Women-Owned Business Enterprises (MWBEs), an equal opportunity to compete for BAT procurements. The agency casts a wide net in search of talented vendors, seeking qualified suppliers from all segments of the community. The contractor, sub-recipient or subcontractor shall not discriminate on the basis of race, color, national origin, sex, age or disability in the performance. PRE-QUALIFICATION TO SUPPLY
DIESEL AND UNLEADED REGULAR GASOLINE

Suppliers of No 2 red-dyed diesel and unleaded regular gasoline are invited to submit Pre-Qualification documents to the Brockton Area Transit Authority (BAT). BAT is seeking qualified fuel suppliers to be included on the list of suppliers eligible to submit quotations to BAT for diesel and unleaded regular gasoline to be delivered to BAT during the period beginning July 3, 2017 through June 30, 2019.

Pre-Qualification submittals, required certifications and evidence of insurance must be received by BAT no later than 2:00 p.m. on June 30, 2017. Fuel suppliers will be considered for pre-qualification throughout the above contract period. Firms may also submit prequalification submittals at any time to be considered eligible to quote on BAT’s contracts. The Pre-Qualification Form, required certifications, Instructions and Terms and Conditions are available at the BAT Administrative Office, 155 Court St., Brockton, MA 02302, or can be requested by FAX to BAT at 508-584-1437 or E-mail to: jmech@ridebat.com.

BAT intends to solicit quotes for diesel fuel in quantities of 42,000 gallons or more and may solicit quotes for as little as 10,000 gallons. BAT consumes approximately 7,300 gallons of diesel fuel each week. BAT also intends to solicit quotes for unleaded regular gasoline in quantities of 42,000 gallons or more and may solicit quotes for as little as 10,000 gallons. BAT’s unleaded above ground fuel storage tank capacity is 5,000 gallons whereas BAT’s underground diesel fuel tank capacity is 40,000 gallons.

This solicitation is being financed in part with funds provided by The U.S. DOT, Federal Transit Administration and is subject to BAT Standard Terms and Clauses copies of which are available on request or at www.ridebat.com under Procurement Opportunities. REQUEST FOR PROPOSALS

FIXED ROUTE

TRANSPORTATION MANAGEMENT SERVICES

 The Brockton Area Transit Authority (BAT) is seeking proposals from qualified proposers to provide transportation management services and assume the operation of BAT’s fixed route public transportation service and related support vehicles, equipment and facilities. The resulting contract will commence on or about December 1, 2017 through June 30, 2020 with an option to extend through June 30, 2022.

Proposals are due not later than 2:00 pm, September 27, 2017 at BAT’s office located at 155 Court Street, Brockton, MA 02302. A pre-proposal meeting will be held on Wednesday, August 16, 2017 at 2:00 pm, at the BAT Administrative Office on 155 Court Street, Brockton, MA 02302.

The service is financed in part through a grant from the Federal Transit Administration, and any contract entered into is subject to the provisions of applicable laws governing that grant. All resulting contracts will be subject to applicable federal, state, and local laws and regulations.

It is the goal of BAT that certified disadvantaged business enterprises participate in a minimum of 2.3 percent of the total value of the goods and services procured in FFY2018. Disadvantaged business enterprises are encouraged to respond to this solicitation notice.

DBE GOAL

Notice is hereby given that the Brockton Area Transit Authority (BAT) has established a Disadvantaged Business Enterprise (DBE) Participation Goal in accordance with U.S. Department of Transportation Regulations at 49 CFR Part 26.

BAT’s goal for DBE participation for Federal Fiscal Years 2015-2017 shall be 6.6 percent of funds expended in U.S. Department of Transportation assisted contracts.

The goal, description of the methodology used to determine the goal, and BAT’s DBE Program Plan are available for inspection between 9:00 a.m. and 4:00 p.m., Monday through Friday at the BAT office at 155 Court St., Brockton, MA 02302.  The goal and Plan will be available for thirty (30) days following the date of this notice.  Comments on the goal and Plan will be accepted for forty-five (45) days from the date of publication of this notice.
