Procurement Opportunities

The Brockton Area Transit Authority (BAT) contracts with vendors for the purchase of goods and services.  The agency strives to give all businesses, including Minority and Women-Owned Business Enterprises (MWBEs), an equal opportunity to compete for BAT procurements. The agency casts a wide net in search of talented vendors, seeking qualified suppliers from all segments of the community. The contractor, sub-recipient or subcontractor shall not discriminate on the basis of race, color, national origin, sex, age or disability in the performance. FLEET TIRE LEASING

Champion City Transit Management, Inc. is seeking proposals from qualified firms to provide leased tires for the Brockton Area Transit Authority (BAT) fixed route and paratransit service fleet consisting of approximately 50 heavy duty transit coaches and 40 demand response vehicles. The contract shall be for a period of three years with two (2) one-year options to extend as mutually agreed upon by the parties.

The performance of this contract is subject to the requirements of Title VI of the Civil Rights Act of 1964 and all equal employment opportunity requirements. Disadvantaged Business Enterprises (DBE) and Women Business Enterprises will be afforded full opportunity to submit proposals in response to the request. Proposers will not be discriminated against on the grounds of race, color, age, gender, ethnicity, sexual orientation, gender identity or expression, religion, creed, ancestry, national origin, disability, veteran’s status (including Vietnam-era veterans), or background.

This procurement is being financed in part with funds from the U. S. Department of Transportation, Federal Transit Administration (FTA). The resulting contract is subject to certain terms and conditions contained in the grant agreement between BAT and FTA and the BAT Required Federal Terms & Clauses to the extent that they are applicable. A Pre-proposal conference will be held at 2:00PM on Friday, November 22, 2019 at the BAT Maintenance and Operations Facility located at 1442 Main Street, Brockton. Traffic Engineering Review

The Brockton Area Transit Authority (BAT) is inviting qualified engineering firms to submit quotes for evaluation of Downtown Main Street traffic plans for BAT located at 155 Court St., Brockton. The anticipated scope of work will include:
o review plans and proposals related to City of Brockton downtown Main Street two-way traffic flows,
o evaluate alternate routes proposed by BAT for fixed route operators
o develop opinions related to impacts on current and future BAT fixed route and paratransit bus operations in the affected areas, and
o meet with BAT Administrator and staff (estimated three (3) times).

Quotes must be received by BAT at the BAT Administrative Office, 155 Court St., Brockton, MA 02302 no later than 2:00 pm on November 13, 2019. Preliminary work is expected to be completed within 30 days of receipt of a Notice to Proceed with a final product to be completed within 45 days of the same.

ON-CALL ACCOUNTING SERVICES

The Brockton Area Transit Authority (BAT) is seeking to engage a qualified accounting firm to provide general accounting services and financial statement preparation on an “on call” and “as needed” basis for a period of three (3) years with up to (2) additional one year optional years to be mutually agreed upon by the parties. BAT may choose to terminate any contract for convenience and will be under no obligation to pay for any service(s) that have not been provided under any “task order contract or agreed upon procedure”. The successful firm will work under the direction of BAT’s Chief Financial Officer (CFO) or the Administrator.

The Brockton Area Transit Authority (BAT) is seeking proposals from qualified firms to provide On-Call Design/Engineering Services for the Rehabilitation and Renovation of BAT Facilities in Brockton, Massachusetts.
BAT expects to award a contract for professional services including any of the following: project scoping, preliminary plans, cost estimating, project specifications, bid documents and construction management services. The contract shall be for a period of three (3) years with one (1) one year option to renew at the sole discretion of BAT.

BAT may award a contract for on-call services from the date of execution of a Professional Services Agreement through December 31, 2022

REQUEST FOR PROPOSALS

MID-LIFE VEHICLE OVERHAUL PROGRAM

Proposals will be received by the Brockton Area Transit Authority (BAT) for the mid-life overhaul of four, low floor, Gillig transit coaches.

The Request for Proposals and technical specifications are available at no cost via e-mail or may be picked up during regular business hours. Requests for copies of documents may be sent to BAT at: jmech@ridebat.com and are available at the BAT Administrative Office, 155 Court St., Brockton, MA 02302. Please include complete contact information with the request.

Proposals must be received by BAT at the BAT Administrative Office, 155 Court St., Brockton, MA 02302 no later than October 16, 2019 at 2:00 pm. A non-mandatory pre-proposal meeting will be held on September 11, 2019 at the BAT Maintenance Facility at 1442 Main St., Brockton, MA 02301 at 2:00 pm.

PRE-QUALIFICATION TO SUPPLY
DIESEL AND UNLEADED REGULAR GASOLINE

Suppliers of Ultra-low Sulfur No. 2 red-dyed diesel and Unleaded Regular 87 Octane gasoline are invited to submit Pre-Qualification documents to the Brockton Area Transit Authority (BAT). BAT is seeking qualified fuel suppliers to be included on the list of suppliers eligible to submit bids to BAT for diesel and unleaded regular gasoline to be delivered to BAT during the period beginning July 1, 2019 through June 30, 2021.

Pre-Qualification submittals, required certifications and evidence of insurance must be received by BAT to be considered eligible to bid on BAT’s fuel contracts. Fuel suppliers will be considered at any time for pre-qualification throughout the above contract period. BAT intends to solicit bids for diesel fuel in quantities of 42,000 gallons or more and may solicit quotes for as little as 10,000 gallons. BAT consumes approximately 6,200 gallons of diesel fuel each week. BAT also intends to solicit quotes for unleaded regular gasoline in quantities of 42,000 gallons or more and may solicit quotes for as little as 10,000 gallons. BAT consumes approximately 2,250 gallons of gasoline each week.

Notice is hereby given that the Brockton Area Transit Authority (BAT) has established a Disadvantaged Business Enterprise (DBE) Participation Goal in accordance with U.S. Department of Transportation Regulations at 49 CFR Part 26.BAT’s goal for DBE participation for Federal Fiscal Years 2018-2020 shall be 2.3 percent of funds expended in U.S. Department of Transportation assisted contracts.The goal, description of the methodology used to determine the goal, and BAT’s DBE Program Plan are available for inspection between 9:00 a.m. and 4:00 p.m., Monday through Friday at the BAT office at 155 Court St., Brockton, MA 02302. The goal and Plan will be available for thirty (30) days following the original date of this notice. Comments on the goal and Plan will be accepted for forty-five (45) days from the date of publication of this notice.
