Procurement Opportunities

The Brockton Area Transit Authority (BAT) contracts with vendors for the purchase of goods and services.  The agency strives to give all businesses, including Minority and Women-Owned Business Enterprises (MWBEs), an equal opportunity to compete for BAT procurements. The agency casts a wide net in search of talented vendors, seeking qualified suppliers from all segments of the community. The contractor, sub-recipient or subcontractor shall not discriminate on the basis of race, color, national origin, sex, age or disability in the performance. Invitation for Bid

Sealed bids for construction of the New Fleet Fueling Station for the Brockton Area Transit Authority will be received at the BAT Administrative Offices, 155 Court Street, Brockton, MA 02302 until 2:00PM prevailing time, on September 28, 2016 at which time and place said bids will be publicly opened and read aloud.  The scope of work includes construction of a new fuel island with an above ground storage tank and associated site improvements. Canopy foundations and canopy with fire suppression as bid alternates.  The required contract period is 135 consecutive days.  Bid security in the form of a bid bond, cash, certified check, treasurer’s or cashier’s check payable to BAT, is required in the amount of five percent of the bid, in accordance with Section 0200

Completed orders may be picked up at the offices of Accent Printing located at 75 Third Avenue, Waltham, MA 02451 (781-487-9300) or at 99 Chelmsford Road, North Billerica, MA 01862 (978-362-8038), from 9AM to 4PM. Copies may also be shipped to prospective bidders for an additional charge to cover handling and mailing fees. All payments for printing and shipping are nonrefundable.

The selected contractor shall furnish a performance bond and payment bond in an amount at least equal to one hundred percent (100%) of the contract price as stipulated in Section 00700 GENERAL CONDITIONS of these specifications.

A non-mandatory Pre-Bid Conference will be held on September 7, 2016 at 1442 Main Street, Brockton, Massachusetts, at 2:00 PM prevailing time. Any request for interpretation of plans and specifications may be submitted in writing at that time. Bidders will have an opportunity to view the site of the work following the Pre-Bid Conference.

All bids for this project are subject to applicable bidding laws of Massachusetts, including General Laws Chapter 30, Section 39M as amended.

Minimum Wage Rates as determined by the Commissioner of the Department of Workforce Development under the provisions of the Massachusetts General laws Chapter 149, Section 26 to 27D, as amended, and Davis-Bacon Federal Wage Rates apply to this project.  It is the responsibility of the Bidder, before bid opening, to request if necessary, any additional information on Minimum Wage Rates for those trades people who may be employed for the proposed work under this contract.

This project is being funded in part with a grant from the U.S. Department of Transportation, Federal Transit Administration, and is subject to terms and conditions of said grant.  Disadvantaged Business Enterprises (DBE) are encouraged to respond.

By submission of a bid, the Bidder agrees that his bid shall be good and may not be withdrawn for a period of thirty (30) days, Saturdays, Sundays and legal holidays excluded, after opening of bids.

BAT reserves the right to waive any informalities in bids and to reject any and all bids.





Suppliers of ultra low-sulfur, No. 2 red dyed diesel fuel are invited to submit Pre-Qualification documents to the Brockton Area Transit Authority (BAT).  BAT is seeking qualified fuel suppliers to be included on the list of suppliers eligible to submit quotations to BAT for diesel fuel to be delivered to BAT during the period beginning November 1, 2015 through December 31, 2017.   Pre-Qualification submittals, required certifications and evidence of insurance must be received by BAT before a supplier will be considered eligible to participate in bidding on fuel delivery contracts.    The Pre-Qualification Form, required certifications, Instructions and Terms and Conditions are available at the BAT Administrative Office, 155 Court St., Brockton, MA 02302, or can be requested by FAX to BAT at 508-584-1437  or E-mail to:         BAT intends to solicit quotes for diesel fuel in quantities of 42,000 gallons or more periodically during the contract period.  BAT consumes approximately 7,100 gallons of diesel fuel each week.    This solicitation is being financed in part with funds provided by The U.S. DOT, Federal Transit Administration and is subject to BAT Standard Terms and Clauses copies of which are available on request or at under Procurement Opportunities.  Minority business enterprises are encouraged to respond to this solicitation.  



Notice is hereby given that the Brockton Area Transit Authority (BAT) has established a Disadvantaged Business Enterprise (DBE) Participation Goal in accordance with U.S. Department of Transportation Regulations at 49 CFR Part 26.

BAT’s goal for DBE participation for Federal Fiscal Years 2015-2017 shall be 6.6 percent of funds expended in U.S. Department of Transportation assisted contracts.

The goal, description of the methodology used to determine the goal, and BAT’s DBE Program Plan are available for inspection between 9:00 a.m. and 4:00 p.m., Monday through Friday at the BAT office at 155 Court St., Brockton, MA 02302.  The goal and Plan will be available for thirty (30) days following the date of this notice.  Comments on the goal and Plan will be accepted for forty-five (45) days from the date of publication of this notice.
