Procurement Opportunities

The Brockton Area Transit Authority (BAT) contracts with vendors for the purchase of goods and services.  The agency strives to give all businesses, including Minority and Women-Owned Business Enterprises (MWBEs), an equal opportunity to compete for BAT procurements. The agency casts a wide net in search of talented vendors, seeking qualified suppliers from all segments of the community. The contractor, sub-recipient or subcontractor shall not discriminate on the basis of race, color, national origin, sex, age or disability in the performance. The Brockton Area Transit Authority (BAT) is inviting qualified accounting firms to submit quotes for  accounting and auditing  support for BAT located at 155 Court St., Brockton:

o   Assist in preparing draft financial statements (fiscal year July 1st through June 30th)

o   Assist in preparing journal entries and footnotes inclusive of new GASB pronouncements

Quotes must be received by BAT at the BAT Administrative Office, 155 Court St., Brockton, MA 02302 no later than 2:00 pm on July 30, 2018.  All work expected to be completed by September 14, 2018.

BAT will make an award within three days of the deadline for submittals.  BAT will award the contract to the qualified proposer whose quote is most advantageous to BAT, with cost, timeliness and familiarity with financials of regional transit authorities or other component unit of the Commonwealth taken into consideration.  Respondents must submit signed quotes using the format enclosed. Attached required certifications must be signed and submitted with quote.

BAT will email a Notice of Award and Form of Contract to the successful proposer within three days of the deadline for receipt of quotes.  The successful proposer must return two original signed contracts to BAT within three (3) business days.

General Counsel Services

 

 The Brockton Area Transit Authority (BAT) is seeking quotes from qualified individuals to provide General Counsel Services under retainer (if required) and additional legal and professional services on an as needed basis.    The contract shall be for a period of two years with a one-year option to renew at the sole discretion of BAT.  This position will report directly to the BAT Administrator.

Quote submittals and required certifications must be received by BAT no later than 2:00 PM. on July 20, 2018.    The Request for Quotes package, required certifications, Instructions and Terms and Conditions are available at the BAT Administrative Office, 155 Court St., Brockton, MA 02302, or can be requested by FAX to BAT at 508-584-1437 or E-mail to: jmech@ridebat.com.

 The performance of this contract is subject to the requirements of Title VI of the Civil Rights Act of 1964 and all equal employment opportunity requirements. PRE-QUALIFICATION TO SUPPLY

DIESEL AND UNLEADED REGULAR GASOLINE

 

Suppliers of No 2 red-dyed diesel and unleaded regular gasoline are invited to submit Pre-Qualification documents to the Brockton Area Transit Authority (BAT).  BAT is seeking qualified fuel suppliers to be included on the list of suppliers eligible to submit quotations to BAT for diesel and unleaded regular gasoline to be delivered to BAT during the period beginning July 3, 2017 through June 30, 2019.

 

Pre-Qualification submittals, required certifications and evidence of insurance must be received by BAT to be considered.  Fuel suppliers will be considered at any time for pre-qualification throughout the above contract period The Pre-Qualification Form, required certifications, Instructions and Terms and Conditions are available at the BAT Administrative Office, 155 Court St., Brockton, MA 02302, or can be requested by FAX to BAT at 508-584-1437  or E-mail to: jmech@ridebat.com.      

 

BAT intends to solicit quotes for diesel fuel in quantities of 42,000 gallons or more and may solicit quotes for as little as 10,000 gallons.  BAT consumes approximately 7,300 gallons of diesel fuel each week.  BAT also intends to solicit quotes for unleaded regular gasoline in quantities of 42,000 gallons or more and may solicit quotes for as little as 10,000 gallons.  BAT’s unleaded above ground fuel storage tank capacity is 5,000 gallons whereas BAT’s underground diesel fuel tank capacity is 40,000 gallons.

DBE GOAL

Notice is hereby given that the Brockton Area Transit Authority (BAT) has established a Disadvantaged Business Enterprise (DBE) Participation Goal in accordance with U.S. Department of Transportation Regulations at 49 CFR Part 26.

BAT’s goal for DBE participation for Federal Fiscal Years 2015-2017 shall be 6.6 percent of funds expended in U.S. Department of Transportation assisted contracts.

The goal, description of the methodology used to determine the goal, and BAT’s DBE Program Plan are available for inspection between 9:00 a.m. and 4:00 p.m., Monday through Friday at the BAT office at 155 Court St., Brockton, MA 02302.  The goal and Plan will be available for thirty (30) days following the date of this notice.  Comments on the goal and Plan will be accepted for forty-five (45) days from the date of publication of this notice.
