Procurement Opportunities

The Brockton Area Transit Authority (BAT) contracts with vendors for the purchase of goods and services.  The agency strives to give all businesses, including Minority and Women-Owned Business Enterprises (MWBEs), an equal opportunity to compete for BAT procurements. The agency casts a wide net in search of talented vendors, seeking qualified suppliers from all segments of the community. The contractor, sub-recipient or subcontractor shall not discriminate on the basis of race, color, national origin, sex, age or disability in the performance. BROCKTON AREA TRANSIT AUTHORITY
INVITATION FOR BIDS
REMOVE AND REPLACE PARKING GARAGE MASONRY JOINT SEALANT

Contractors/Vendors are invited to submit sealed bids to the Brockton Area Transit Authority (BAT) for the removal and replacement of sealant in the masonry joints of the BAT Centre Parking Garage. Work will be scheduled to commence immediately upon acceptance of the most advantageous bid provided by a responsible contractor/vendor and must be completed by May 15, 2020.

The bid requirements and solicitation documents are available at no cost at the BAT Administrative Office, 155 Court Street, Brockton, MA 02302 during regular business hours. Additionally, requests may be sent to BAT by e-mail to: jmech@ridebat.com. Be sure to include all contact information with your request.
A non-mandatory pre-bid walk-thru will be held at the BAT Centre Parking Garage located at 10 Commercial Street, Brockton, MA 02302 on Wednesday, March 18, 2020 at 12:00PM.
All bids must be sealed and submitted in accordance with the bid documents. Bids are due at BAT no later than 2:00PM on Friday, March 27, 2020, whereupon all bids will be publicly opened and read. Bids must be submitted on the required forms. This contract is subject to M.G.L. c 30, Section 39M, and Massachusetts Prevailing Wage and Federal Davis Bacon Wage Rates.
BAT may reject any and all bids when required to do so by the above referenced statute or waive any informality if it determines it to be in the public interest to do so.
The award of this contract is contingent on the availability of funds from the U.S. Department of Transportation, Federal Transit Administration and the Commonwealth of Massachusetts. Disadvantaged Business Enterprises (DBEs) are encouraged to respond to this solicitation.

REQUEST FOR PROPOSALS
Audit Service

The Brockton Area Transit Authority (BAT) is seeking proposals from firms qualified to provide audit services in connection with the Authority’s annual financial statement in accordance with applicable Government Auditing Standards, to report on internal controls and compliance with various laws, regulations, and grant contracts, in accordance with Federal Single Audit OMB Circular A-133, Audits of States, Local Governments and Non-Profit Organizations of the Authority’s major capital and grant programs. BAT seeks to engage a qualified firm to conduct an audit of its fiscal year 2020 and 2021 financial statements with an option for up to two additional one-year extensions subject to agreement.

Proposals must be received at the Brockton Area Transit Authority, Attn. Linda Sacchetti, CFO, 155 Court Street, Brockton, MA 02302 by 2:00 PM on March 25, 2020.

REQUEST FOR PROPOSALS

PARATRANSIT MANAGEMENT SERVICES

The Brockton Area Transit Authority (BAT) is soliciting proposals from qualified firms to provide management services for its coordinated paratransit service known as Dial-A-BAT for the period beginning July 1, 2020 through June 30, 2023 with an option for two additional years. The solicitation documents are available at no cost via email attachment or at the BAT Administrative Office, 155 Court St., Brockton, MA 02302. Email requests may be sent to jmech@ridebat.com

A pre-proposal conference will be held on February 7, 2020 at 10:00AM at the BAT Administrative Office, located at 155 Court St., Brockton, MA 02302.

Proposals must be received at the BAT Administrative Office at 155 Court Street, Brockton, MA 02302 no later than 2:00PM on March 6, 2020. Proposals received after the date and time specified will be rejected and returned unopened to the proposer.

This project is financed in part by funds provided by the U.S. Dept. of Transportation, Federal Transit Administration and Commonwealth of Massachusetts. The resulting contract will be subject to the provisions of the grant agreements between BAT, FTA and the Commonwealth of Massachusetts.

It is the goal of BAT that certified disadvantaged business enterprises participate in a minimum of 2.3% of the total dollar value of BAT’s annual goods and services procurement. Disadvantaged business enterprises are encouraged to respond to this solicitation notice.

PRE-QUALIFICATION TO SUPPLY
DIESEL AND UNLEADED REGULAR GASOLINE

Suppliers of Ultra-low Sulfur No. 2 red-dyed diesel and Unleaded Regular 87 Octane gasoline are invited to submit Pre-Qualification documents to the Brockton Area Transit Authority (BAT). BAT is seeking qualified fuel suppliers to be included on the list of suppliers eligible to submit bids to BAT for diesel and unleaded regular gasoline to be delivered to BAT during the period beginning July 1, 2019 through June 30, 2021.

Pre-Qualification submittals, required certifications and evidence of insurance must be received by BAT to be considered eligible to bid on BAT’s fuel contracts. Fuel suppliers will be considered at any time for pre-qualification throughout the above contract period. The Pre-Qualification Form, required certifications, Instructions and Terms and Conditions are available at the BAT Administrative Office, 155 Court St., Brockton, MA 02302, or can be requested by E-mail to: jmech@ridebat.com

BAT intends to solicit bids for diesel fuel in quantities of 42,000 gallons or more and may solicit quotes for as little as 10,000 gallons. BAT consumes approximately 6,200 gallons of diesel fuel each week. BAT also intends to solicit quotes for unleaded regular gasoline in quantities of 42,000 gallons or more and may solicit quotes for as little as 10,000 gallons. BAT consumes approximately 2,250 gallons of gasoline each week.

Notice is hereby given that the Brockton Area Transit Authority (BAT) has established a Disadvantaged Business Enterprise (DBE) Participation Goal in accordance with U.S. Department of Transportation Regulations at 49 CFR Part 26.BAT’s goal for DBE participation for Federal Fiscal Years 2018-2020 shall be 2.3 percent of funds expended in U.S. Department of Transportation assisted contracts.The goal, description of the methodology used to determine the goal, and BAT’s DBE Program Plan are available for inspection between 9:00 a.m. and 4:00 p.m., Monday through Friday at the BAT office at 155 Court St., Brockton, MA 02302. The goal and Plan will be available for thirty (30) days following the original date of this notice. Comments on the goal and Plan will be accepted for forty-five (45) days from the date of publication of this notice.
